If the Task Manager has been disabled by the virus, then chances are you can boot into safe mode under the system administrator and bring up the Task Manager there.
If this does not work ,then try downloading one of the proccess killing tools below. They work much like the Windows Task Manager and will allow you to terminate specific file names so they are no longer running. Then you should have no issues deleting them manually.

The download directly above should be used if you are unable to run normal programs. It has already been re-named to a file that should be aloud to run.
There are dozens of process killing tools online so just look around. Process Explorer by Mark Russinovich is a very popular one that can be found at http://technet.microsoft.com/en-us/sysinternals/bb896653.aspx
You can also search your computer for the file name to find out where the file is located. From there you can re-name the file. By doing this it will not be able to run any more after you re-start your computer. This is a simple trick I do all the time that can really help out.
In most of our virus removal guides we list the exact file location of the virus threat. This makes it very easy to find the file and then re-name it.
However in cases where viruses are named differently or hiding in different places a process explorer tool is really needed.
